Bulk Import Users
Importing users in bulk from Excel makes it possible to add hundreds of members to your organization in minutes. Compared to inviting users one by one, it's a convenient and efficient method — especially when onboarding a large team.

Before downloading the Excel template, there are a couple of important notes about bulk importing users into 21RISK:
- You can import two fields per user: email and name .
- Email addresses must be unique — you cannot have duplicate emails in the same upload.
- Users that already exist in your organization will be automatically skipped — they will not be duplicated or overwritten.
- You must have the Create Users permission.
Tip: In the future, we plan to expand the bulk importer to support permissions, site assignments, and user group memberships — all from the same Excel template.
Download the template Download the template
To download the template for bulk import, navigate to "Users" after logging in to 21RISK.
Now, click on the "Search" button in the left side of the screen, or press "Ctrl/Cmd + K" to open the command palette. Search for "Bulk Import Users" and click on the result.
This takes you to the import page with two cards: one for downloading the Excel template, and another for uploading. Click "Download template" to get the Excel file.
The template contains a sheet called "data-to-import" with the following columns:

Fill out the template Fill out the template
Open the "data-to-import" sheet and fill in one row per user. For example:

Tip: Email addresses are case-insensitive — "Anna@Example.com" and "anna@example.com" are treated as the same user.
Upload and validate the template Upload and validate the template
With your data ready, go back to the import page in 21RISK. Upload your spreadsheet and click "Upload and validate" .
This takes you to the what-if preview page. Here you can review every user that will be created before committing:
- Users marked "Will create" are new and will be added to your organization.
- Users marked "Skipped" already exist in your organization and will not be modified.
This gives you full visibility and confidence before importing.
Important: The what-if preview expires after 3 hours. If you wait too long, you'll need to upload the spreadsheet again.
Import Import
Once you've reviewed the preview, click "Import now" to create all new users. The import either succeeds completely or not at all — your data stays consistent.
After a successful import, you'll be redirected to a confirmation page and then back to your users list.
What happens to imported users? What happens to imported users?
Newly imported users are added with the status "Never seen" — meaning they have an account but haven't logged in yet. They will receive access to your organization with no permissions or site assignments by default.
After importing, you can:
- Assign roles and permissions to users individually or via user groups.
- Assign users to sites so they can access the relevant locations.
- Organize users into user groups for easier management.
Tip: For large organizations, consider setting up roles and user groups before bulk importing users — that way you can quickly assign the right access levels after import.
